- Identify problems
- Identifying a single problem may lead to extensive brainstorming
for appropriate research questions. Eventually, those research questions may lead to a
hypothesis or two for further development.

- Develop hypothesis
- Developing even a single hypothesis may allow for consideration of
several or multiple methodologies for analysis. Conclusions may be used to select one or more
possible solutions to the problem.

- Test hypothesis
- Whether one or a few plausible solutions are selected, applying
a given solution will require many decisions: constraints must be considered, processed
must be developed, and plans for action should be detailed.

- Develop & implement action plan
- Even as an action plan is developed and implemented,
measures for determining the plan’s effectiveness may be added as well. Some of these
measures may be used to evaluate the plan after its completion.

- Evaluate & revise action plan
- After evaluating and revising the action plan, the plan
may be followed again (with revisions) or new problem statements may be identified.
