Before participating in the evaluation process, all teachers, principals and peer evaluators
must complete training on the evaluation process.

Within two weeks of the teacher’s first day, the principal will provide:
- the Rubric for Evaluating North Carolina Teachers,
- Teacher Evaluation Policy ID Number: TCP-C-004, and
- a schedule for completing the evaluation process.

- Self-Assessment, Goal Setting, and Pre-Conference Planning

Using the Rubric for Evaluating North Carolina Teachers, the teacher shall rate his or her
performance and reflect on his or her performance throughout the year.

Goal: To prepare the principal for the observation.
Before the first formal observation, the principal meets with the teacher to discuss the
self-assessment, professional growth plan, and a written description of the lesson(s) to be
observed.

- Observation Cycle

- Formal observation: 45 minutes or entire class period
- Teachers with less than 3 years’ employment —:
Comprehensive Evaluation Cycle:
3 formal (principal) and 1 informal (peer)
- Teachers with more than 3 years’ employment —
- Standard Evaluation Cycle: 3 obervations (1 must be formal) or
- Abbreviated Evaluation Cycle: 2 observations on Standards 1 and 4 (formal or informal)
- Teachers renewing their license must use the Standard Evaluation Cycle.

The principal shall conduct a post-observation conference no later than 10 school days after each
formal observation to discuss and document strengths and weaknesses on the Rubric.

- Summary Evaluation

Prior to the end of school, the principal conducts a summary evaluation conference with the teacher
to discuss components of the evaluation cycle type used (Comprehensive, Standard, or Abbreviated).
At the conclusion, the principal does the following:
- Give a rating for each element in the Rubric for Evaluating N.C. Teachers
- Comment on ratings of “Not Demonstrated”
- Give an overall rating on each stanard observed
- Provide the teacher with an opportunity to add comments to the Summary Rating Form
- Review the completed Teacher Summary Rating Form with the teacher
- Secure the teacher’s signature on the Record of Teacher Evaluation Activities and the
Teacher Summary Rating Form

- Individual Growth Plans: Ratings all “Proficient” or better
- Monitored Growth Plans: At least one rating of “Developing”
- Directed Growth Plans: Ratings of “Not Demonstrated”
or “Developing” for two consecutive years
